Visitors at Larry D. Smith Correctional Facility are required to provide proof of identification upon request. The list below indicates accepted forms of identification at Larry D. Smith Correctional Facility:

Each inmate is limited to 2 visits per week and 40 minutes per visit. All visitors entering the facility will go through a standard search procedure and warrant checks. If a visitor has an outstanding warrant or is on parole, the visitor will not be allowed entry and may be arrested as well.
Visitors must at least be18 years of age to visit an inmate (without a parent or a legal guardian) at the Larry D. Smith Correctional Facility. If a minor is visiting an inmate, the minor must be accompanied by a parent or a legal guardian for the entire duration of the visit.
Visitors are not required to make an appointment prior to their visit. However, it is recommended to arrived at the facility at least an hour before to check in. The number of visitors must not exceed 2 persons at any given time and a child counts as 1 person.
All illegal firearms, all kinds of objects that might cause injury to another person, alcohol and illegal substances are not allowed in the visiting area at any given time. Clothes that revealing inappropriate parts of the body are also not allowed to be worn when visiting an inmate.
Anyone who refuses to follow the above polices will be denied their visitation privilege. The security management of the Larry D. Smith Correctional Facility has the right to refuse anyone entry for visitation purposes, if they feel that the visitor is a potential risk to security of the facility.

Any piece of mail that is sent without a return address will not reach the inmate. It will then be stored in the inmate's property and remain undelivered.
Any mail that is received in a dirty or stained condition will not reach the inmate and will be returned to sender as contaminated due to an unknown substance.

How to put money "on the books" for inmates at the Larry Smith Jail in Banning
All cash in the inmate's possession at the time of arrest will be deposited into an account after the booking procedure is concluded. The inmate may withdraw from this account to buy items that are available at the commissary such as snacks, hygiene items, and writing materials. Anyone may also deposit money into an inmate's account if they choose to do so.
The Larry D. Smith Correctional Facility accepts two forms of payment when making a deposit into an inmate's account. They are U.S. currency and/or US Postal money orders. When using a money order, you must write down the inmate's name and booking number on the front of the money order at all times. Otherwise, it will be returned to sender if received by mail.
You can deposit money into an inmate's account at the jail lobby from Monday through Friday, from 8:00 am to 10:00 pm.
Procedure on "return of property" at the Banning CA Jail
Once the inmate goes through the booking procedure and all property in his or her possession at the time of arrest has been booked, the inmate has the option to release property to a designated person if they sign a release form (not including clothes or cash). Cash will only be released with the permission of the inmate after signing a release form within 24 hours after the booking process has been concluded.
Any cash after the 24-hour period of the booking process will require a court order to be released even with the permission of the inmate. All other items besides clothing may be released to a designated person as long as the inmate signs a release form. When claiming these items, you must provide a valid identification for purposes of verification before you are able to collect the inmate's property.
This is a procedure that can be done from Monday through Friday, from 8:00 am until 10:00 pm only. Before arriving at the facility to collect the inmate's property, make sure to coordinate with the inmate in advance so that necessary steps are performed and everything will go as smoothly as possible.
iThe Facility was initially built in the mid-1920's when it was known as the industrial road camp. The old industrial road camp was used as a Japanese internment camp during World War II under the command of Brigadier General Henry Jost.
When the war ended, the old facility became known as an "Honor Camp" and was just one of five such camps that existed at the time. It remained as such until 1974 when the management was transferred to the Riverside County Sheriff’s Department. A year later, the name of the facility was changed to the Banning Rehabilitation and Counseling Center.
The new facility provided education and occupational training for the inmates. An expansion was implemented 10 years later that inlcuded dormitory-style quarters to provide better housing for the inmates. A chemical dependency treatment unit was established in 1990 to accommodate male inmates with drug problems and eight months later, another unit was completed to accommodate female inmates with the same issues.
